河 南 省 科 技 咨 询 协 会 简 介

    河南省科技咨询业协会，是河南省民政厅1998年11月3日批准成立、河南省科学技术厅主管和指导的全省非盈利性的行业协会，由本省各科技、经济与管理领域具有较高专业咨询能力的独立、非独立或联合的科技咨询企业（机构），以及本省市、县（市）科技咨询业协会组成，具有法人社团资格，是新兴的智力密集型第三产业的重要方面军。
    河南省科技咨询业协会的宗旨是：遵守国家宪法、法律、法规和政策，遵守社会道德风尚，恪守科技职业道德和执业纪律；认真贯彻科教兴国战略，适应建设社会主义市场经济的总目标，积极探索加快发展河南省科技咨询产业、活跃科技咨询市场、搞好对全省科技咨询企业（机构）的行业管理的有效途径；按照本省经济、科技、社会各级各类决策科学化需求，网络科技咨询专家与经纪人，积极推动以有偿服务为主的科技咨询活动的广泛展开；发展各具特色的科技咨询企业（机构），为充分发挥河南省科学技术与科学管理的优势和潜力，促进河南省经济、科技、社会的协调发展作出贡献。
    河南省科技咨询业协会现有会员单位80个，是具有国内或省内先进水平的专业咨询企业（机构），聚集了一大批富有经验的科技、经济与管理方面的专家，具有比较稳定的咨询业服务领域，具备解决现代化进程中各类复杂的科技进步与科学管理问题的能力。协会的业务范围涉及决策咨询、工程咨询、技术咨询、管理咨询、信息咨询、投资咨询、市场调查等多个领域，具有广泛的代表性和较高的服务水准。协会将充分发挥自身的这一优势，遵循精诚合作、信誉第一、客观公正的办会方针，竭诚为各级政府和社会各界提供优质服务。
   协会已设立了决策咨询专家委员会、审计系统工作委员会、电力咨询专家委员会、机械咨询专家委员会、化学化工咨询专家委员会、冶金咨询专家委员会和轻工咨询专家委员会。
    协会主要任务是：1.组织会员单位学习法律、法规、规章、政策和有关专业知识，开展科技咨询工作的研讨活动，总结、交流科技咨询业务经验；2.对全省科技咨询业实行行业管理，制定与发布行业发展规划，职业道德规范和行为准则，加强科技咨询知识宣传普及学术交流；3.对全省科技咨询业现状、发展方针、政策、法规、中长期规划开展调查研究，并向政府管理部门提出政策建议；4.积极引导、扶持知识智力密集型机构创办各类科技咨询企业，组建与发展全省科技咨询服务网络，拓宽与加强咨询业务的领域与深度，在全省逐步形成一批高信誉、高水准和高知名度，并具有专业特色的科技咨询企业和科技咨询人才队伍；5.建立和健全规范化的科技咨询市场运行规则，维护科技咨询当事人的合法权益，监督、指导会员在国家宪法、法律和法规的范围内进行咨询服务工作，纠正、查处违背行业规章或职业道德准则的行为；6.组织对咨询从业人员的业务培训，注册咨询师、注册高级咨询师的资格认证、注册和证书发放工作，组织对咨询专家的资格认证、评审等工作；7.组织对咨询企业（机构）进行信誉评审，做好认证、发牌、公示等工作；8.建立咨询信息网络，编辑出版咨询业务资料，为会员提供业务信息；9.组织开展与省外、境外、国外咨询界的交往与业务交流、合作等活动，推动我省咨询业的国际化进程；10.承办科技厅及有关部门交办的其它工作。
    协会为方便广大用户查询，已通过科技信息网发布了国家科技部和我省关于发展科技咨询业的有关指导性文件、我省有关行业咨询专家名录及我省咨询业协会成立以来的活动情况资料，今后还将陆续发布。

    Founded on November 3,1998 under the approval of Henan Provincial Department of Civil Affairs, Henan Consultation Association of Science & Technology is a provincial non-profitable association under the administration and direction of Henan Provincial Department of Science and Technology consisting of the province’s independent, non-independent, or joint science & technology consultation firms with high professional consultation capability in science & technology, economy and management fields, and city, county science & technology consultation associations. With legal corporate qualification, it is a newly intellectual-intensive important force in the third industry.

    Henan Consultation Association of Science & Technology observes the following purpose: to abide itself by the state’s constitution, laws, rules and regulations, as well as policies, social morals and customs, comply with science & technology professional moral and practice disciplines; carry out carefully the strategy of rejuvenating the state by relying on science and education, explore actively the effective ways to speed up Henan’s science & technology consultation industry, activate science & technology consultation market, and do well with the science & technology consultation trade management to fit the gross objective of constructing the socialist market economy; popularize actively the payable science & technology consultation activities with network consultant and brokers to meet various decision scientificness the demands of differed economic , scientific & technological and social levels; develop uniquely featured science & technology consultation enterprises , and bring full play the advantages and superiority of Henan’s science & technology and scientific management to make great contributions to promoting the coordinated development of Henan’s economy, science & technology and society.

    Henan Consultation Association of Science & Technology has 80 member units, which are advanced national or provincial professional consultation organizations owning a great number of experienced experts in science, technology, economy and management, who have fairly steady consultation service fields with ability of solving various complicated problems in science & technology progress and scientific management. The association’s business scope includes such fields as decision consultation, engineering & project consultation, technology consultation, management consultation, information consultation, investment consultation, and market investigation with wide representation and higher service level. It shall bring its advantage into full play, complying with the operating principle of honest cooperation, reputation first, and objectiveness and justice to provide excellent service to governments at all levels and all circles of society.

    The association has set up a decision consultation experts committee, power consultation experts committee, mechanical consultation experts committee, chemical consultation experts committee, and shall set up management consultation experts committee, information consultation experts committee, audit and evaluation consultation experts committee, investment consultation experts committee, strategy consultation experts committee and environmental protection consultation experts committee, etc. 

    Main tasks of the association are to: 1. Organize the members to study laws, rules and regulations, policies and relevant professional knowledge, and develop all kinds of science & technology consultation forums, summarize and exchange science & technology consultation experience as well; 2. Carry out science & technology consultation trade management, work out and publish trade development program, professional moral norms and behavior standards, and strengthen the popularization and academic exchange of science & technology consultation knowledge; 3. Make investigations and studies on the present

    conditions, development policy, policy rules and regulations, and medium & long-term programs of the province’s science & technology consultation, and submit policy suggestions to governmental administrative departments; 4. Introduce and support actively the knowledge-intensive institutions to set up all  kinds of science & technology consultation firms, organize and develop the province’s science & technology consultation network, open up and strengthen science & technology consultation service fields and depth to build gradually a batch of science & technology consultation enterprises and science & technology consultation talents with high reputations, high standard and unique professional features; 5. Set up and perfect normalized science & technology consultation market operating principles, safeguard science & technology consultation party’s legal rights, supervise and guide members to conduct science & technology consultation service within the jurisdiction of the state’s constitution, laws, rules and regulations. Correct and inspect the breaches of trade regulations or professional morals norms; 6. Organize business training on consultation persons, and confirm, register and issue certificates of chartered public consultants, senior chartered public consultants, and organize the confirmation, registration of consulting experts; 7. Organize reputation rating on consultation enterprises, manage confirmation, issue certificates and publications; 8. Set up consultation information network, edit and publish consultation business information, and offer members business information; 9. Organize and develop the exchanges and cooperation with consultation circles in other provinces, and aboard to push the internationalization process of our province’s consultation service; 10. Undertake other assignments given by the science & technology department or other relevant department.

    For the purpose of convenience of members search, the association has published some related directional documents regarding consultation development, the province’s consultation experts list and activity information of this association since its founding via science & technology net of the Ministry of Science & Technology and our province. And we shall continue this work afterward, consulting workers and those loving consultation services are welcome to access.
